If the collection agency keeps calling, then that would constitute as harassment. I suggest she should tell the collection agency not to call her at the number because it's not her personal cell phone number but a work number. If they continue to do so, she should threaten them with a harassment charge. That should stop them from calling.
I've had a similar experience when a collection agency tried to call my husband regarding an unpaid balance. They kept sending me text messages and I sent them a text telling them to stop sending anymore messages because they're sending the text not to my husband but to me and if they don't stop, I will charge them with harassment. And they stopped sending me the messages.
